Stanislaus County opts for unusual budget option. ‘State of County’ speech is set
Stanislaus County leaders approved what’s called a “rollover” budget last month as a placeholder until a final budget is adopted in September.
The county previously used the rollover budget concept in 2021. The Board of Supervisors approved the budget June 23 on a 4-1 vote, with Supervisor Channce Condit opposed on a principle that county spending favors top management over front-line employees.
The rollover budget gives county government spending authority for the first three months of the new fiscal year, which began Wednesday, and also provides more time for revenue projections and assessing the impacts of the California budget and federal policy developments.
Common practice is for the county to approve a preliminary budget in June and adopt a final spending plan in September.
The rollover budget will allow for time-sensitive purchases, such as $4.3 million for replacing Sheriff’s Department vehicles and $500,000 for new county vehicles with zero emissions.
The $1.88 billion budget includes $529.7 million in recommended General Fund appropriations, more than $1 billion in special revenue, $32.9 million for capital projects, $68.6 million in enterprise funds and $181.8 million in internal service funds.
The placeholder budget authorizes 4,771 full-time positions for the county workforce, an increase of three over the previous year.
Vito Chiesa, chairman of the Board of Supervisors, will reveal more about county priorities in the coming year when he delivers the “State of the County” address July 14. The annual address is scheduled for 9 a.m. in the board chambers at Tenth Street Place, 1010 10th St., Modesto.
