William Raynor: Modesto landlords should recognize that there are no perfect tennants

Owners of houses up for rent are doing background checks on all applicants. No wonder the kids move out after college and take their talents elsewhere. Modesto wants only perfect people. Well there is no such thing. Homeowners are trying to play the role of police so they can chase all the undesirabls away. What next? A ghost town.
