Mark Trinta: Being ‘noticed’ for 5 minutes of water checks isn’t fair

I had an opportunity to apply a crabgrass stop and adjust my lawn sprinklers this morning. I finished up around 6:30 to check the sprinkler adjustments to make sure things were in order. I closed the garage door when finished and let the sprinklers run 5 minutes and went inside, as I knew it was going to be a windy day and I didn’t want my lawn to burn. I left at around 6:35 through the garage door. Lo and behold, when I returned home I had a notice on my front door timed at 6:33 for watering out of my prescribed time.

Is this a case of double jeopardy, charging me for water and noticing me for using what I have paid for? Someone please fix this. My electricity may fail and next time I’m hit for a $150. Fair? You tell me.
