Carol Benson: City must not trust staff to do jobs right

Re “Notice on sewer rate increases in the mail” (Page 1B, March 10): I’ve finally figured out why the Modesto City Council has to hire “consultants” for everything instead of using city employees. When the employees handle anything, i.e., the Stanislaus Foods sewer rates, they screw it up and we taxpayers end up paying for their mistakes.
