Michael Radcliff: Why not lift a print to open the iPhone?

I would like to know why the FBI needs Apple to create an app to open the iPhone? After all, the FBI has the body of the terrorist so all they needed to do was use his thumb print to open it. At least that’s all I need to open my phone. I think the FBI just wants to get into phones illegally.
