Robert W. Sample: City spending millions for benefit of homeless cyclists

Modesto’s mayor and city council say we need a half-cent sales tax for safety reasons. They also don’t hesitate to spend millions of dollars for road diets, bike lanes and consultants. The majority of bike riders are homeless and they ride wherever they want. I suppose we should take a few moments to be thankful that 99 is a state highway or our mayor and city council would be putting it on a “diet” and putting in a bike lane.
