Karen Kern: Why is Measure G propaganda in water bill?

I just received my September water bill which included a full page of pro Measure G propaganda from your city manager. If I write an anti-Measure G piece will you include it in your October water bills? Surely Modestans paying for this “opinion letter” deserve to read both sides of the proposed law.
