David Schortner: Complaints over firecracker noise ignored

We live behind a large apartment complex in northeast Modesto. Every year we have to listen to the loud booms of firecrackers that begin days before the 4th of July and also around New Year’s Day. We have called the police uncounted times but have never seen them patrol the apartments or back parking areas where this happens. I’ve complained to apartment managers and gotten the same lip service as I got from MPD. Is this problem being ignored because the apartment owners are well connected?
