Steven Kraus: Without guarantees, tax increase is a dead issue
In 2013, I was living in Modesto. I voted against the tax increase for two main reasons. Though the tax was touted as for police and fire protection, the text said an appointed board would decide what the monies were to be used for – meaning we would have to trust that it would be spent on police and fire. Secondly, there was no guarantee the current funding would remain the same. If this is not guaranteed, what we have is just a general tax increase, plain and simple. I couldn’t vote for that.
