Sam Crespin: Orders to save water penalizes those who have
Re “State’s water board shifts targets for cuts” (Page A3, April 19): Just read how the state’s water board would like the residents of Modesto to cut their water use. It seems to me the ones who save water, for doing their part, will now pay higher prices for the ones who do not. When we conserve, revenues go down and our rates go up.
