John G. Wetzler: Why can’t libraries be funded by our regular taxes?

While the voters see value in our libraries and have approved the sales tax extension of five years and then eight years and now asking for an approval of an additional 12 years, I have to ask what has happened to the budget that it cannot be funded by our regular taxes?
