Lessie Goddard: Rationing, and fines, will work to reduce consumption
I lived in San Jose for more than 40 years. During that time there was a water shortage and homeowners were rationed for five consecutive years. During that time, I went on a month’s vacation leaving my son in charge. When I returned, I had the greenest lawn in the neighborhood and a hefty fine. Rationing does work.
We saved lots of water by putting a gallon jug of water in each toilet tank. The toilet will still flush.
