Fred Phillips: Why wasn’t there more space in Don Pedro Reservoir?
Flood control funds were used to help build Don Pedro Dam. Why didn’t they have flood control space available to store the inflow from the heavy rains? They should have made larger releases weeks earlier so they had adequate flood-control space available.
