Who are Patterson’s top earners? See what every city employee made last year

Some city of Patterson employees made more in overtime than in their base salaries in 2025. The Bee examined compensation data for every Patterson government employee last year, including base pay, overtime, additional pay and benefits.

City Manager Fernando Ulloa had the highest regular pay at around $238,000 but was not the top earner when all income was considered. With benefits and additional compensation, Ulloa received just under $342,000.

The city’s highest earner was outgoing Director of Human Resources Marie Guillory-Jones, who made a little over $360,000 in total compensation last year. About $121,000 was issued as a lump-sum payout as part of a severance package, according to acting Director of Human Resources Lakisha Callum.

Fire captain paramedics Martin Greunke and Casey Zenger outearned their chief when overtime was taken into account. Greunke’s overtime pay was approximately $142,000 – higher than his regular pay of just over $109,000. In total compensation last year, he took home about $295,000 for the year.

Fire engineer paramedics Shane Eddington and Frank Silvia also received overtime pay that eclipsed their regular pay.

Personnel who work in emergency services tend to have higher overtime since they are required to work past normal business hours to meet mandated staffing levels.

Fire Chief Jeffrey Frye was not paid overtime and had a total of about $289,000 in salary, benefits and additional compensation.

Patterson has just 162 employees as of 2025. The salaries listed include only direct employees of the city and not contract services.

Among cities with their own police departments, law-enforcement salaries and overtime are among the highest on the payroll.

The City of Patterson contracts with the Stanislaus County Sheriff’s Office for police services. In 2025, the city budgeted $5.9 million in salary and benefits and an additional $344,000 for overtime pay for 10 positions, including a lieutenant and sergeant.

The average income in regular pay for a Patterson employee is around $74,000, with the median being just over $65,000. Including other income, overtime and benefits the average is about $125,000 and the median is about $109,000.

The City of Patterson did not respond to a request to provide specifics on what is meant by “lump sum” and “other pay.”
