Two teens were arrested in the Bay Area on Tuesday in connection with a homicide at a Turlock motel last month.

Ralph Vigil, 51, of Turlock, was fatally shot outside the Venice Motel on Golden State Boulevard on Jan. 29.

At the time, Turlock Police said a man and woman were suspects in the shooting.

Through witness interviews and evidence seized during searches at several locations, detectives identified the two as Jose Luis Andrade Jr. and his girlfriend, Isabel Pastran, both 19-year-old Atwater residents.

Turlock Police Sgt. Mike Parmley said the incident started as an argument between Andrade and Vigil down the street from the motel. It continued to the motel parking lot where Andrade allegedly shot Vigil, who died at the scene. The two did not know each other, Parmley said.

He said Pastran was present during the argument but he did not know if she was involved or what the argument was about.

Detectives obtained information recently that the couple was in the Bay Area for “personal business,” Parmley said.

With the assistance of the San Francisco Police Department and the California Highway Patrol, Turlock detectives found the two in Castro Valley and arrested them during a traffic stop.

They were brought back to Stanislaus County where Andrade was booked on suspicion of murder and Pastran on suspicion of accessory.

Parmley said detectives would not release information about the nature of Pastran’s involvement.
