Turlock man granted parole has to stay in prison
A Turlock man convicted of rape and granted parole last year was ordered this month to stay in prison at least another three years.
Deputy District Attorney Jeff Laugero has argued that Daniel Ray Slayter, 44, should remain in prison because of the violent nature of his crime, and his prior criminal history.
Authorities have said Slayter kidnapped a 19-year-old woman at knifepoint from her apartment rental office on March 14, 1994, forced her to drive to a canal bank in Stevinson and raped her. He then left in her car but was captured two days later.
On July 7, 1994, Slayter was convicted of rape, kidnapping during a carjacking, using a knife, assault with a deadly weapon and false imprisonment. He was sentenced to 15 years to life in prison.
The Board of Parole Hearings on May 27, 2015, determined that Slayter should be released from prison. Laugero urged the parole board not to adopt findings of a flawed psychological risk assessment evaluation that considered Slayter a low to moderate risk of danger if released.
The prosecutor’s arguments led the parole board’s legal division to further investigate Slayter’s prior sexual misconduct and criminal record, according to the Stanislaus County District Attorney’s Office.
The investigation confirmed that the information had not been included in the risk assessment submitted to the board. Slayter now was considered to be a moderate to high risk of committing another sex crime if released.
The Governor’s Office ordered a full parole board review. Prosecutors and Turlock police conducted further investigation and gathered additional details about Slayter’s criminal past. The parole board on Feb. 18 reversed its decision and scheduled a new hearing for Slayter on June 8.
Prosecutors said Slayter’s attorney this month agreed to a three-year parole denial to avoid a longer stint had Slayter’s petition for release not been successful. Slayter has been denied parole five previous times.
