Man shot by ICE in Patterson said he was handcuffed and left naked by side of road

Before receiving medical aid, Carlos Ivan Mendoza Hernandez was handcuffed, stripped and left naked by the side of the road after being shot by ICE agents Tuesday morning, the Patterson man said through his attorney.

“They dragged him out of the car, handcuffed him, took scissors, cut off all of his clothes and did not apply first aid,” said Mendoza Hernandez’s lawyer, Patrick Kolasinski.

After stripping him, the agents stood around and took pictures of him on the roadside, Mendoza Hernandez said through Kolansinski.

“He felt humiliated, ashamed, they didn’t cover him up at all,” Kolasinski said. “He was completely nude in public.”

Mendoza Hernandez was stopped around 6:30 a.m. Tuesday morning by ICE agents on Sperry Avenue in Patterson. ICE officials said Mendoza Hernandez used his vehicle as a weapon and they fired defensive shots. Mendoza Hernandez contests this, stating through his lawyer that he moved his vehicle only after ICE agents began shooting.

Mendoza Hernandez was shot seven times, largely on his right side, Kolasinski said. He suffered wounds to his mouth, arm, stomach and leg. He will remain in the ICU and may undergo another surgery, his attorney said.
