A Turlock woman serving a prison sentence for the 2012 death of her 2-year-old daughter has been denied parole, according to the Stanislaus County District Attorney’s Office.

Brandy Lee Rose Devine, 38, was denied parole following a hearing held at the Central California Women’s Facility in Chowchilla on Wednesday. Devine, who is serving a 15-years-to-life sentence, was convicted of second-degree murder for the death of her daughter, Stephanie, who suffered from severe disabilities, including cerebral palsy.

According to authorities, Devine locked her daughter in a crib and failed to provide care, food, or necessary medication over a span of three days in July 2012. During that time, Devine used methamphetamine, neglecting her daughter’s needs entirely.

Detectives reported that when they found Stephanie’s body, her clothes were soiled from urine and feces. Despite being nearly 3 years old, she weighed only 14 pounds. The autopsy determined that the cause of death was acute dehydration and starvation, which resulted from the prolonged neglect.

In the parole hearing, prosecutor Neumann argued for the continued confinement of Devine, citing her lack of remorse and failure to take responsibility for her actions. Neumann emphasized that Devine’s crime, characterized by callousness and indifference, posed a continued threat to the community.

After reviewing the case, the California Board of Parole Hearings determined that Devine still represented an unreasonable risk to public safety and denied parole for five years. Devine will be eligible for another parole hearing in 2030, though she may petition the board for an earlier date.

Devine has served approximately 11 years of her sentence since being convicted in 2013.
