Traffic stops lead Modesto Police to 2-year-old who was beaten

A traffic stop Wednesday evening led police to a 2-year-old girl who was being abused and living in a filthy motel room containing heroin and drug paraphernalia.

Officers pulled over 23-year-old Kelsey Ann West on McHenry Avenue at about 7:40 p.m., said Modesto Police Department spokeswoman Heather Graves. During the stop, West told a sergeant her daughter had been the victim of abuse and showed him a photo of her.

West took officers to the American Budget Inn and Suites on Kansas Avenue where she was staying with her boyfriend, 29-year-old Marcel Lee Goff.

Graves said officers found West’s 2-year-old daughter had bruising all over her face and chipped teeth.

She said the room was filled with garbage and officers found heroin and a pipe.

West and Goff were arrested on suspicion of child abuse and Goff also was booked on charges of possession of heroin and drug paraphernalia and probation violation.

The child was taken to the hospital for treatment and is now in the custody of Child Protective Services.
