Man dies after being taken into custody, Stanislaus Sheriff’s Office reports

A man arrested and restrained by deputies in Waterford on Thursday night died at the scene, the Stanislaus County Sheriff’s Office reported Friday evening.

Deputies assigned to Waterford Police Services responded to a family disturbance in the 13000 block of Rivercrest Drive at about 7:30 p.m. Thursday. A resident there signed a citizen’s arrest complaint alleging that a family member, 39-year-old Shane Harlan, had caused about $800 in property damage. Harlan resisted deputies’ attempt to take him into custody for vandalism, resulting in “a brief physical struggle,” according to a Sheriff’s Office news release.

They placed him in handcuffs, but Harland continued to resist, the release says. A full-body restraint device known as a WRAP was applied to control Harlan, who then was seated on the ground and remained under constant observation by deputies, the release says. “While under observation, deputies noticed Harlan become unresponsive and requested emergency medical personnel from Oak Valley Ambulance Service,” it says. “Shortly thereafter, Harlan became unresponsive and experienced a medical emergency.”

Deputies began providing medical aid, including CPR, as emergency medical personnel arrived, according to the news release. The WRAP device was removed to let medical personnel continue resuscitation efforts, but Harlan died at the scene. In collaboration with the Stanislaus County District Attorney’s Office, detectives assigned to the Sheriff’s Office’s Major Crimes Unit have assumed the investigation into Harlan’s death.

“The official cause and manner of death will be determined following an autopsy conducted by the Stanislaus County Coroner’s Office,” the news release states. “Additional details will be released as they become available and as the investigation permits.” Anyone with information regarding the investigation is encouraged to contact Detective Jorge Perez at 209-525-7114.
