Race to represent Modesto on Stanislaus board looks to be a rematch of 2018

Stanislaus County Supervisor Terry Withrow and Modesto Councilman Tony Madrigal are headed for a rematch of a nail-biter election in 2018.

Madrigal confirmed Tuesday he is running for the District 3 Board of Supervisors seat that Withrow has held since 2011. Withrow is running for a fourth term as a number of county offices are on the June primary ballot.

“For the past eight years I have been serving the people of Modesto and working to build our economy, protect our community’s health and safety and address quality of life issues,” Madrigal said in a text. “As a supervisor, I will continue to build bridges and work tirelessly to build a better future for everyone in our county.”

Only 129 votes separated the two candidates in the November 2018 election. Withrow captured 49.98% of votes to 49.47% for Madrigal.

Madrigal’s campaign for supervisor in 2018 possibly rode a “blue wave” of Democratic support for Josh Harder, who defeated former Republican Congressman Jeff Denham in the general election. The Modesto councilman is terming out next year.

Withrow first won election to the board in 2010 and feels his work isn’t done as a county supervisor.

“A lot of the things I have started I would like to complete,” Withrow said Tuesday.

Withrow mentioned work on homelessness and economic growth. He said the county has also committed $50 million in CARES Act funding for projects to build curb, gutters, sidewalks and other infrastructure in unincorporated neighborhoods.

Withrow pushed for construction to start on the state Highway 132 bypass first phase and wants to make progress on getting the second phase extended to Gates Road, west of Modesto, he said.

The District 3 supervisorial boundaries include west Modesto, Salida and the Wood Colony area.

Madrigal, who was first elected to the council in 2013, has represented a district including west and south Modesto.
