YESTERYEARS
40 YEARS AGO: After a public hearing, the Modesto City Council voted 5-1 to consider regulations for garage and yard sales. Councilman Harry Kullijian opposed the concept, saying it would penalize residents for getting rid of garage clutter or raising money for nonprofit organization. However, police Chief Jerry Ammerman said he would prefer tougher permit requirements because some garage or yard sales could become profitable, to the point of being an illegal business.
