50 YEARS AGO: In a report delivered to the Stanislaus County Board of Supervisors, a Civil Grand Jury reprimanded the board for its lack of dealing with disturbed and neglected youth. The report found that the county had moved youth to other counties and agencies, for them to take care of. The jury focused of the difficulties of about 10 percent of youth in the county. It was noted that in 1965, there were an estimated 50,000 juveniles in the county, with at least 1,289 being classified as seriously emotionally disturbed.
