50 YEARS AGO: It was announced that 1,600 trained psychiatric technicians had been laid off statewide because of state cutbacks, in the previous year, in mental health services. This grim news was delivered by William Graham, executive director of the California Society of Psychiatric Technians, at a hearing of the Stanislaus County mental health board. The hearing was due to legislation at the state level; Assembly Bill 288 and State Senate Bill 677. The advisory board felt it could expand the county’s mental health needs by expanding the out-patient clinic, that was financed 75 percent by Short-Doyle funds and 25 percent from local funds.
