Modesto man arrested in fatal hit-and-run

A Modesto man was arrested Friday night after a fatal hit-and-run crash on Tully Road near Snyder Avenue.

Shortly before 8 p.m., officers responding to a call of a man down in the roadway arrived to find that Glenn Blumm, 28, had been struck by a car and suffered fatal injuries.

The driver, 53-year-old William Tonge, was traveling south on Tully when he struck the victim, who was walking south on Tully along the sidewalk, police said. Tonge initially left the area, police said, but returned on foot as officers were processing the scene.

Tonge was believed to have been driving under the influence and was booked into the Stanislaus County Jail on charges of vehicular manslaughter and felony hit and run. Records show he no longer is in custody.
