In reference to the businesses being sued because they did not have a handicapped parking space, what I would do is not worry about parking. I consider things that are more dangerous such as the very heavy doors to restrooms.
A few weeks ago, I was in Modesto at a doctor’s office and had to use the restroom. I had a hard time pushing it open.
In most restaurants, it’s also hard to get into the restrooms.
The restrooms (at a large retailer) on Fulkerth Avenue are hard to get into with a wheelchair even when you have help. Their handicapped toilet is hard to get into also, both restrooms are hard to get into even with a walker.

The new Walmart store on Geer Road is very good and has a handicap restroom that is just right.
The restrooms at the Turlock Senior Center are just right and also at the Riverbank Community Center.
