Antonio Ortega Avila: Waiters should wait to bring water

I see the water patrol come by often. That is good for all. The other day, my wife and I went to dinner at a local restaurant. I noticed everyone got a large glass of water. Most people did not drink it or drank very little. The waiter would throw it down the drain when they left. One would think that in a drought like we are in, waiters would wait for the customer to ask for water, then bring a small glass.

Wonder how many glasses of water go down the drain per day. There are a lot of restaurants in Modesto.
