Dumpster diving should not be a crime. It's a way of survival for many. It's been around since garbage. Thousands of families, probably millions, worldwide have or are still doing it, not because they enjoy it. There are lots of people who are down and out. So they grab cans to put a meal on their table for their family, or there might be a dresser or piece of furniture their kids could use, or they find something they can salvage and sell to pay the next month's rent. Let them have it. Just hope and pray that you aren't in that predicament one day.
The computer is the culprit. You leave the lid open on your computer for the world to see when you put information on it. The hackers are making millions, not the one or two homeless people that come across your garbage.
