Are blue-bagged items recycled?

My wife and I go to the senior center and pick up blue plastic bags for recycling. We feel we are doing the right thing. However, when we go to the dump site, we find the blue plastic recycling bags dumped into the same area as the garbage. Why is this happening?

If left out of plastic bags, paper products will in time disintegrate, but not if left in blue plastic bags. This is not only filling up our landfills, but also is not recycling, as we are told good citizens should do. Why are we spending our gas picking up these blue bags and taking the time to recycle if no one at the other end will give these blue plastic bags any thought at all?
