Dumpster diving ban's genius

I must congratulate the Modesto City Council for its efforts to ban Dumpster diving. Of course, most of those who are desperate enough to climb into the trash to look for recyclables probably won't be able to afford a $500 fine. But six months in jail -- what an innovative idea! The poorest of the poor in our community clearly could benefit from free room and board provided at great expense by the taxpayers. While they're at it, perhaps the council should consider outlawing poverty.
