Regarding the proposed law against digging through trash cans, I see a lot of Modesto's homeless people in the downtown area, and I have to say that if any of these people have ever actually committed an identity theft, there are no signs that it has done them any good.
There are already laws against littering and dumping; we should make the Police Department use the laws we already have before we give them new ones to play with.
The problem with the homeless community is not the laws, it's the tactics that the police are using. If you look homeless, they try to find a way to harass you. They make no effort to target the few bad apples and leave the rest alone.
I guess they are hoping to force Modesto's homeless to become the problem of some other city. That doesn't sound like a nice thing to do to our neighboring cities.
