President's veto right thing to do

Let's put this into simple terms: SCHIP is a program approved by the 1997 Republican Congress to help poor families making $40,000 or less with children 18 years and younger who can't afford insurance or are not offered insurance by their employers. Now Congress wants to provide free insurance to families making $83,000 and will provide insurance for "children" up to age 25. How many more poor can be helped if the criteria was left at $40,000 and 18 years, as President Bush wants?
