Establish a Department of Peace

Regarding Gen. Wesley Clark's article "Another war coming" (Sept. 19, Page B-7): The United States is bent on always staging one more war. Actually the United States is involved in 49 wars or military occupations across the world. More than 50 percent of our nation's budget goes for wars past and present -- or future, in developing new weapons.

To quote Clark, "The best war is the one that doesn't have to be fought, and the best military is the one capable and versatile enough to deter the next war in the first place."

How can we have peace in the world if we always try to dominate others through warfare? Let us have a Department of Peace, which would stress peaceful means of reconciliation. Give peace a chance.
