Pressure landlord to repair burned-out home

Some pressure must be put on the owner of the mess of a burned-out house on East Rumble Road. This house has been rented on and off for years and lost its top half to a fire set by someone who was homesteading there. That was years ago and the house has stood there since with its sad face and no top half at all, its front yard surrounded by a drooping construction fence. It's weird, but no one seems to care how it denigrates the neighborhood. Surely there is some ordinance that

could light a fire (speaking of fires) under somebody's you-know-what to get this house repaired. Every time I drive by, I feel sick!
