What are we getting from police?

Several months ago, we received a notice from the Modesto Police Department informing us that they would no longer respond to burglar alarms. One recent night, my next-door neighbors' truck was stolen right out of their driveway while they were inside asleep. The next day, the alarm company called them at work because their alarm went off. When they came home, one of their doors was ajar. The police took the stolen truck report over the phone and did not show up regarding the home break-in.

What if there was someone inside with a gun? Did the thief gain entry with a garage door opener from the stolen truck? Why aren't the police protecting us? Why do we pay for a monitored home alarm system if the police won't even show up? Who decided that the police need not respond to home alarms? What do we pay the police to do?
