Who's supposed to care for dog park?

I brought my dog, Punky, to the neighborhood dog park on the corner of Rumble and Prescott. It had been a couple of months since we last visited, and I was dismayed to see that this once- lovely park had become a dry, dusty, grass-free field of dirt. My family and I used to enjoy the dog park regularly -- it's a wonderful place to socialize dogs and meet fellow animal-lovers. I believe having a nice dog park is an asset to our community, and it would be a shame to see it dry up and blow away. I do not know who maintains the park, but I would love to help, if possible. Does anyone have advice or know whom I can contact? Thanks!
