County agency is a complement

Golden Valley Health system should be applauded for its continued service to the poor and working poor. But the comment by its director, Michael Sullivan, regarding Stanislaus County's Health Services Agency funding, surprised me a bit: "We think competition for services is not the way to deliver health care to the poor." I don't see why Sullivan has to see it as competition instead of "a complement of services that serves the poor and the working poor." There are outstanding and caring doctors in both health systems, and they should be compensated equally.
