Broken system can't pass a budget

Is there any doubt that the two-party system is broken? I read in The Bee ("With no budget, there's no money to pay Medi-Cal," Aug. 2, Page A-1) that because of no state budget, there is no Medi-Cal funding for the elderly and children. I'm raising three grandchildren who depend on that for medical care. Why do we keep paying those people when they can't even put together a budget because of partisan politics?
