John Woods: We should create a ‘New California,’ with fairer representation

There is a new effort to split the state, called New California. It is not to be confused with the State of Jefferson movement; there is no connection. The current Jefferson movement has already proposed an Article 4, Section 3 split to all 120 Assembly members and state senators. Jefferson reached a dead end last year. I would expect New California will also reach a dead end. Now, a group of Jefferson supporters have formed the Citizens for Fair Representation and filed a lawsuit (CFR vs. Padilla) for lack of representation and dilution of vote of all Californians.
