Minors who identified themselves as such asked 24 people to buy them beer last weekend; only one did.
That person was arrested on suspicion of furnishing alcohol to a minor during a grant-funded shoulder tap operation at seven Modesto liquor stores on Saturday, according to Modesto police.
In a second operation that day, minors tried to purchase alcohol from clerks, who sold none sold to them.
The minor decoy and shoulder tap programs are intended to reduce the availability of alcohol to minors. According to the American Medical Association, underage drinking can increase chances of risky sexual behavior and teen pregnancy, promote juvenile delinquency, compromise health and result in unintentional injury and death.
