MANTECA POLICE CHIEF TO RETIRE: Manteca Police Chief Charlie Halford announced his retirement last week, and will step down as soon as the city hires a new city manager, police spokesman Rex Osborn said. City Manager Bob Adams announced last summer that he'll retire in January. Halford, 53, is the city's second public safety department head to announce his retirement this month. Manteca Fire Chief George Quaresma, 54, plans to retire Friday after a 30-year career with the department. Halford joined the Police Department in 1976 and held all positions before becoming police chief Dec. 1, 1997, Osborn said. He was born and raised in Manteca and graduated from East Union High School. Osborn said Halford earned a bachelor's degree in criminal justice at California State University, Sacramento, and is a graduate of the FBI Academy. Osborn said Halford serves on numerous boards and plans to continue to do so in his retirement.
