The Modesto City Council on Tuesday:
Overturned a Planning Commission decision that would have allowed a property owner to subdivide a 1-acre parcel on Scenic Drive into four lots. The proposal angered neighbors because it would have created two "flag lots" behind two homes. Council members cited "neighborhood incompatibility" as a reason to reject the subdivision.
