A nonprofit Modesto housing agency has parted ways with an executive director who had promised last year to establish reforms and ethical practices for the troubled organization.

Allegations of fraud, forgery and misrepresentation are being made against the leader of a nonprofit called Echo Haven. William "Joe" Gibbs started Echo Haven last year while he and his wife, Denise, still ran the Modesto charity known as the Stanislaus Community Assistance Project.

Its name sounds the same and its legal documents are suspiciously similar, but a new Modesto nonprofit group has denied any connection to organizations run by Joe Gibbs or programs operated by the controversial charity formerly called SCAP.

Modesto nonprofit agency Community Impact Central Valley has fired Bellisimo Builders, hired when the agency was known as SCAP, for shoddy renovations of 30 apartments on Coolidge Avenue. But the Stockton contractor says it's a victim of a project "mismanaged" by Modesto.

Leaders of an embattled Modesto housing agency have named a new executive director, will change the organization’s name and plan to move the nonprofit to a new location next month. The Stanislaus Community Assistance Project will change its name to Community Impact Central Valley, representatives said Monday.
