He wants a lawyer
Ladies and Gentlemen:
Can you please inform me how this is fair, that I have to pay for every gallon of water I use and my neighbor, who has a pool and same size lot as mine, gets to pay flat rate.
His pool is a total mess and has to be drained and refilled, yet he only pays the flat rate of $53 per month. Also there is another house south of me on College Avenue that has just drained their pool and refilled it and they also are on flat rate. Is this the system of the city to give people with pools flat rate and make the rest of us pay for every gallon plus a $19.75 meter fee?
If this is not discrimination, I do not know what it is, and I'm checking with a lawyer too see what can be done about this great injustice.
Any comment you might have would be greatly appreciated.

Editor's Note: About 40,500 of the 76,000 residential customers of the Modesto water system have meters. State law requires that by Jan. 1 when meters are in place, they must be read.
