In response to "Keep making plans for east-west route" (Oct. 25 editorial): Modesto needs to grow upwards within city boundaries not outward, north of Kiernan and Claribel roads into prime farmland. Keep the freeway where the population lives. Develop Village I, Oakdale Road and other urban areas, and sell foreclosed and empty houses. Put the freeways in the urban transitional zone or use existing Pelandale, Bangs and Briggsmore avenues. Respect the Williamson Act and 30-year land use. Keep prime farmland and quiet rural communities.

Caltrans is improving Kiernan Avenue- Highway 219 and should continue the improvement of lanes and traffic lights down Claribel Road with the adoption of Highway 108 change. Rural areas do not need growth, freeway noise, traffic and pollution, nor passage of Measures A to E.
