Measure E must have costs associated with it

A recent advertisement in The Bee states that Measure E will have no cost to the city. But like the other growth measures, there must be costs for all the city services to sustain this new area. Am I to understand that the people paying for the advertisement will also personally pay for all the services or will the overburdened city of Modesto again get stuck with the bill? Until I see proof that there will be absolutely no cost to the city, I am voting "no."
