What does the Legislature do?

Once again, California has gone into a new fiscal year without a budget. Vendors will get IOUs. Health care, home health services and public safety funding are threatened.

What is the Legislature spending its time talking about? Motorcycle tail pipe noise. It's no wonder that this state is so screwed up.
