Why is relicensing so expensive?

The article "MID prepares to relicense Don Pedro" (June 24, Page B-1) was somewhat informative. I say this because I am dumbfounded about why it takes $25 million and seven years to relicense. Doesn't this seem stupid and a waste of time and money? Why so much? Couldn't it be lessened? What agency is requiring this kind of effort? Is this another government agency run amok?

I don't need to know the details, but perhaps the article could have sort of outlined the hoops to be jumped through. Really, what an expense and time drag. Wow!
