Make your photos match your bicycle advice

The first of the Top Ten Bicycle Safety tips is to always wear a helmet. (Feb. 19, Page D-2). The photo on Page B-1 shows boys at the Beyer Skate Park -- only one wearing a helmet. My guess is his dad is the adult in the picture. Is it reasonable to expect kids to wear helmets when photos in The Bee show them without and touting the fun on a sunny day?
