Regarding “State plans river-diversion fines” (Page A1, June 24): While conserving water is the intent, denying water from farmers whose crops contribute to our economy is just as damaging. Having fewer crops inflates the price of groceries. The increased food costs will affect everyone. Instead of suspending water from junior-rights holders, water reduction could be a better option. The drought should not be an issue only for farmers; everyone should reduce water use. No one should be denied water.
